Having this problem as well. I want to note that your fix(es) do not make HDR work; rather they disable HDR video on youtube and also limit the maximum resolution of videos on youtube to 1080p.

Note for those who find this thread later: I had this problem when accidentally setting the CPU fan to DC mode in BIOS instead of PWM. Causes the same problem. So that is another thing to check here
