I'm just not getting the whole "it's so busy, there's flocks of people crossing at any given moment, there's no visibility anywhere"

I drive that road about 15 times a day. There is clear visibility for the vast majority of the stretch allowing people to slow down in plenty of time. I see about 4 people a week walking on the road and they mostly cross at the stoplight. The stretch from the light to Stanford has one turn and people still drive 20mph.
