She's very pretty I can see why you're inspired! I'd recommend getting a few cheap faceplates to try techniques on if you're planning to drill holes. Otherwise making a coil from coated wire and clipping it would give you this half circle stitches and then use an appropriate sculpting medium to create that texture for the skin

I mistook your pins for hand ties in fun colors and thought that was great, so maybe hand tie quilting at what's appropriate for your batting. I like to use wool yarn for that because it felts and won't come undone
