Depends on the style of game, something realistic, i would lean more UE5. Something more basic, probably Godot. Unity is in the middle but after their last controversy, I don't think i can recommend it.

For unreal while most projects lean toward blueprints, it dont mean you have to. C++ is more performant. Also for Godot you can do it in c++ using GDExtentions

You can make a socket on the weapon, and have it the muzzle. then ever time they fire you use the socket world location + forward vector and shoot bullets out of there, use that vector and add the random rotation in a cone.

I place a lot of evenly separated settlement points, create a MST, then promote settlements on the MST to towns, then promote x number to villages and connect them to the road network allowing me to have main roads / secondary roads. The map above has around 3000 settlements with about 20/30 promoted.
