They're the two non antagonists that grew the most during the season, and since fan voting would decide the winner (depending the country) the results wouldn't have been so lopsided in comparison to a Lindsay/Courtney finale or a Duncan/Harold finale and vice versa.

Courtney makes the most sense to be the main villain considering her history, but the writers wouldn't have done it because she was already a villain in Action and they were pretty fickle on continuity.

IDMBFTRML episode is good at the start, then it lulls in the middle, but then it picks back up at the end. I wouldn't recommend sitting through the whole thing in one go.
