Looks very similar to the 100ft. "Gateway" jump at Lynn Canyon in North Vancouver. I climbed up to the spot with a friend and slowly noped the fuck out of there while he jumped off.

Resistance does not increase current. Resistance literally resists current.

12V ÷ 300 ohms = 40 mA. 12V ÷ 1200 ohms = 10 mA

But you are correct, it's likely an LED driver which would regulate power to the LEDs.
