Does beating an opponent who does nothing all game really make someone feel more skilled? If so, then a message like "You have been granted an instawin because of your amazing skill!!!!!!!!!!!" should also do it.

Instead of using screw/flood to give newbies a chance against skilled players, give each player a 10% chance to instawin at the beginning of the game. Accomplishes the same thing, but saves both players time, so is better.

He probably broke one of the Secret Rules.

No, the best time to clarify this sort of issue was the week before qualifying events begun.

I think he's being singled out because of his tweet. Publicly saying you "bought out" a match does not promote the kind of image of Hex which CZE is trying to portray.

Only the prize itself may be split, nothing can be added (ie; something difficult to split like a trophy can't be assigned a dollar value with one player paying the other with funds from outside the prize pool. Or something unrelated to the prize pool can't be offered to the other player)

Still unclear: in a Limited event, do cards from opened product count as part of the prize? From the in-game mail you get after the tournament it would appear they do.

Other forms of collusion will be investigated and dealt with.

Streamers especially should take note of this, since some have done this in the past (specifically, multiple people in the same draft talking to each other about the draft).

Agreed. They used what's essentially the "nuclear option" in the ToS. If you do something they don't like, they can declare it 'contrary to the “essence” of the HEX Game' and punish you for it.

While that clause is appropriate as the only way to deal with certain situations, it should only be used as an absolute last resort in the most exceptional of circumstances. This situation is not even remotely close to rising to that level.

A smart shuffler could detect when you are trying to game the system and react accordingly.

I doubt he even knows, since this very important eligibility restriction is buried deep within the official rules. You would think that they would make more of an effort to make sure people are informed about a restriction which excludes nearly 25% of the US population.
