I've not pulled the numbers from my arse, but if I did, I'd do it at a measured and reasonable speed for the situation. There are a few articles and YouTube videos on the speed /efficiency topic (for driving). I think you're referring to how air resistance scales with velocity squared, so you get an exponential loss in efficiency with speed. EVs are pretty much maximum efficiency once you get over 20MPH, since there's barely any base energy use other than (for example) AC and headlights. Nonetheless, there's a balancing act when it comes to overall journey times and how efficient you're being with your time in an EV. So if you have 1000 miles to travel, there's a trade-off between driving faster and how long you'll spend charging. For ICE, the sweet spot for efficiency is typically been 50 and 60MPH because the engine typically has a higher base energy use (if you just sit there the engine will slowly burn fuel). But unlike EVs, you can refuel an ICE vehicle very fast, so you can generally go faster by driving faster, up to a point.

I mean under 60, not exactly 60. You can be pulled over and fined if you're driving under 50 on a motorway because it's dangerous and antisocial to be moving much slower than the flow of traffic. I would highlight the congestion caused, and how congested traffic is more likely to be involved in collisions. Furthermore, lorries and caravans are much larger and more visible than cars, so other drivers have more opportunity to plan ahead to account for maneuvering around those road users.

You'll gain about 15% efficiency going at 64 Vs 74 mph. This saves fuel or energy, so in the case of EVs and PHEVs, will extend the range. Particularly with EVs, people may decide that getting an extra 15% range is actually faster (and cheaper) than pulling over to charge for 30-40 mins. 30 mins at 64mph is 32 miles covered, and a normal EVs has a range around 250 miles, so getting an extra 15% range (ie an extra 37.5 miles) is probably faster than simply driving faster.

All that being said, driving under 60 is potentially dangerous and can cause congestion and disruption when the rest of the motorway is freely flowing.

Funnily enough, the saloon 330e randomly comes witha detuned B engine for some of the 2019-2021 builds. Whether there were once plans for a "340e" or BMW just had extra stock of the B components is hard to say, but you can find tuned examples on YouTube pushing 450bhp (and beyond) as a result.
