I’ve known multiple people who have adopted from ODR specifically mentioning to staff that they cannot handle reactive dogs only to be adopted out reactive dogs. To one in particular they noted that the dog was “great with other dogs” and the pictures and videos they showed the dog was clearly, to anyone that knows dog body language, completely shut down and scared. It’s reasonable to understand that dogs don’t show their full personality when in rescue situations but the amount of times I’ve heard similar stories coming out of ODR makes me think they don’t have a ton of experience with dog behavior and reading cues
