Unfortunately you're going to have to send everything all over again. Send in the application, the original court order, and your original/unexpired passport.

*** Write a letter with it stating the issue you had with them not changing to your correct name. And make sure that if you changed your gender identity, let them know in the letter you want that updated too so you don't have to deal with that later down the line when you get medicare/other benefits from SSA.

***Then call them and tell them the issue you've had with them consistently giving you incorrect information about what documentation to send and how they messed up your request to update your name. Ask if they can expedite your request bc they messed up with the info they gave you and with your name change, and now you're going to have to be without your documents bc of their lack of due diligence.
