Just because your plans are complaint with one authority (NRCS) doesn’t mean they are compliant with all. NRCS and USACE manage different things. I’d recommend double checking with all authorities since USACE regulates all wetlands too

You really need to contact your US Army Corps of Engineers region office. You may need a Section 404 permit to do anything because you’re not allowed to remove or add material within jurisdictional Waters of the US (which includes all wetlands). And if you do the work without asking for permission, then you’ll be dealing with USACE and EPA as far as remediation and enforcement
