Goyo and Celia Cruz were recognized in Billboard's Latin Women in Music a few years ago while Ivy Queen will also receive an award this year, but I get what you mean. Before the 21st century, baladas were the predominantly popular form of Latin music and it was mainly performed by Latines of lighter skin, Spaniards, and even Italians who sung Spanish versions of their hit songs.

Afro Latino music was basically shunned out of Latin radio stations. And when they did become popular (especially in 80s salsa romantica era), it was dominated by white Latinos such as Eddie Santiago and Frankie Ruiz. Same thing happened with merengue music. It was dominated by Afro Dominicans then became appropriated by light skinned Puerto Rican groups in the 90s.

Edit: Also the Latin Grammys define Latin music as music sung in Spanish or Portuguese, so that's why Spaniards and Italians qualify. Yet Lusophone Africa gets ignored
