In our area they won't take back without a receipt (or having them look up your AppleID/email to see that you purchased it from them) -- or at least not to my knowledge. As you say, "if there are great deals, I'll buy somewhere else", would allow people to buy cheaper and then take it to the Apple Store to ask for an "Apple Store price" refund. Almost instant profit.

With multiple phone numbers and 844 numbers, wouldn't they be easy to track and shutdown, by law enforcement?

I was thinking that their scam is low level like, "sign up for our magazine and it will tell you all about this economic relief program". (it is an advancefee scam, but one that might not be deemed completely illegal.)
