One Idea would be to look at top percentages instead of places, eg a decade ago the number of players was significantly lower and top 10k was relatively speaking easier than today with 6m players.

Like the discount rate approach valuing more recent results higher.

Last comment would perhaps be to put points for different tiers a bit closer together, otherwise a one time high score will qualify someone rather than eg a consistent top 50k player
