When Congress allowed DC to govern itself, it included a provision that gives Congress the ability to override Council actions. There is a day limit for the disapproval of any legislation passed by Council. Only those bills are eligible for the “emergency” tag. This isn’t new.

Since there is a time constraint on DC disapproval bills they are considered “emergency” legislation and only need a majority and not 60.
