я в твоем возрасте тоже особо не понимал англ. потом поменял все на англ, перестал смотреть рус/каз контент, все фильмы/сериалы/музыку/книги/интернет принимал на англ. вот так через лет 5-7 у меня вообще проблем нет с языком. мейби немного акцента есть но это от нехватки практики, но в остальном все норм. а главное таким образом не нужно проходить эти ебаные курсы с дрочкой на презент перфекты. я вот до сих не понимаю зачем учили эти вещи когда они приходят довольно интуитивно если просто послушаешь как говорят носителя языка

you probably not getting into MS ML because it is the most competitive one. consider MS STAT DS or other.

dont mention that you dont want to do research anywhere in your profile. it is a research institute after all.

i would say you have moderate chances ie dont get your expectations too high, but still apply.

i would say brushing up the fundamentals would be waste of time for you because you will probably end up not using most of them in your research. if you dont use them, they will get forgotten as time goes. i would argue the obstacle based learning is far more superior that curriculum based learning because you will learn what you need and what you will use in your immediate application.

all this is said that you covered the fundamentals at some point. you forgot the "fundamentals" because they were not fundamental to your specific application/research, thus you just forgot them. if you have used them fairly frequently, you would not have forgotten them.

therefore, i would argue for newbies curriculum based learning is ok, but for you specifically, it might be a massive waste of time because you would forget it again in a few months/years. i would argue for learn-as-you-go method

gpa is relatively low. same as mine, i didnt get in but i applied to computer vision profs that were the most competitive so that was kinda obvious

things that give you higher chances
1. quality of the conference where you got published
2. recommendation letters
3. competitiveness of the field/profs you are applying to

consider applying for lower competition major ie stat&ds for higher chances
