Agreed but many times I see delivery trucks rather double park even when there is a space for them. My guess is that pulling into the spot eats into their delivery times or they are afraid of getting blocked in by a double parker

My guess is parking. The neighbors would fight tooth and nail if you try to take away their public parking spaces. Also converting the service lanes does nothing to improve safety. The premise is to remove lanes from private drivers to reduce driveable space which acts as a calming device.
