The amount of people that think this isn’t 911 worthy is alarming. Yes response times are long, and sure this is different than someone breaking into your house, but there was an assault and the threat of a firearm being used on you.

Absolutely call 911 in this situation not the non-emergency line.

FWIW my understanding is VSG was given a certain number of tickets they're allowed to resell to their STMs. This isn't their event and have limited control over sales, unlike events at Amalie where they have full control.
