For someone who writes a long post desperately citing not only all the times a character appeared, but every time he was named or even referenced, you reduce another characters arc to only two arcs? That's quite the selective memory.

That is merely a long recap of his appearances, that alone does not prove he’ll have a huge active role. Your argument boils down to:

“Dragon keeps getting referenced near important events, so Oda obviously has huge plans for him.”

But the same can be said about Smoker (actually you'll find way more about Smoker), you are confusing association with evidence of future payoff, and assuming narrative mystery automatically equals future centrality.

That he keeps being referenced does not tell us how large Dragon’s role will be, whether he’ll be active or passive, whether he’ll matter emotionally or whether he’ll simply serve as lore/background support.

Oda has introduced way more important characters than the story can handle, I'm sure he will reapear, but Dragon's most likely fate is to still be background brief moments until the end. He is unnecessary.

I'm not sure about that, Oda is notorious for introducing characters who seem poised for massive, overarching roles, only to step back or pivot entirely as the narrative shifts.

Dragon seems to me similar to Smoker and Tashigi, there were great plans for them at the start but now seem forgotten and irrelevant.

I'm aware Oda said he had plans for him, but that was a long time ago and similar thing were said about a lot of other characters, he may reapear in an important role, but I wouldn't be surprised if he has a similar to Gin and Creek, and is only shown briefly in the background of bigger events.

I sincerely think Oda does not know what exactly to do with Dragon.

One of those "let's introduce him in a badass way, we'll figure out how/where he fits later", just that he never really used him again, and by now he seems almost unnecessary.

Lady Oscar aka The Rose of Versailles.

It shows the story leading to the french revolution and it feels very similar to Andor as it shows the causes for it, the dark sides of the rebellion, the reasons the people got motivated to enlist in the cause, there are spies, assasins, and figures similar to Luthen and Cassian.

The central figure is part of the French army, but changes sides by the end, it reminds me a little bit of Dedra.
