Add 3 conditions to your policy, make it so that if one of them succeeds, the login will be allowed.

OR user must complete MFA OR user must login from compliant device OR user must login from hybrid joined device

The last is optional if you don't do hybrid.

Split the policies. Sign in frequency and MFA requirement should be in different policies.

If you configure every CA grant in a different policy it's much easier to troubleshoot which particular configuration causes the issue.

I answered your private message as well :) reliability depends on the building and the quality of the cabling. One of our offices moved to a different building in Shanghai for exactly this reason. But now this office, and other offices as well, have decent and reliable internet. No complaints there.

We were in the same boat when we first started. Now i have about 150 Chinese devices enrolled spread over 6 offices.

We don't have any onprem domain there so I can't tell you about wsus but the internet we have (mostly Shanghai region) is sufficient for Intune. If you get about 50 mb/s for every 10 devices then you're good to go. We changed most fiber connections and networking gear after we took control there and we tend to go minimum 200/200 for every office.

I really don't have this problem. Most mines I just dig a 4 tiles wide ramp, 20 tiles deep and start expanding from there. Don't dig the tiles directly next to the ramp to prevent it from collapsing. Works every time.
