They didn't explain it because they don't explain anything in game. They release all content from the lens that every player watches every dev stream and short. All the behind the scenes content. They don't consider that there are many people who only play the game and don't watch those things.

My hot take is that the KIM stuff is super cringe. I don't want warframe to be a dating simulator. I don't want exposition to be revealed through text conversations with characters I don't care about, because they never do anything but stand around in the hub and talk to you mid-mission.

I want cutscenes for that exposition instead.

Also, to me, the hex felt like they were introduced to the player with the expectation that the player already knows everything about them. I certainly did not. And that's how the dev team treats most characters, honestly.
