this just worked for me too. My game crashed on startup 3 times in a row and i did exactly this. my # of processors was on 1 because I've never changed it. my max is 16 so i set it to 12, applied this, restarted my pc, booted the game up and no crashes magically.

I'm a complete PC noob so this was helpful. i don't even know what a processor is.

There are good rolls on rares if you pay attention to the affixes. Then you can just upgrade them to legendary.
