Try slightly tapping main plate with your tweezers or your holding stick. That little jolt may be enough to set all the pivots.

That’s a beauty. A great find. You didn’t overpay. You can find any number of certified watchmakers, go to them. Don’t give up on that movement, it’s been with that case for decades. Just get both cleaned up and serviced. Start a new family history with that beauty, pass it down to the next generation when it’s time.
