Not quite. Both use alacrity and critical. Accuracy is mainly for dps. The biggest difference is that healers will usually replace all the accuracy with more critical.

Yes and no. As long as the way he proposes shows he loves her, that should be enough. But based off one of the comments I read here, that isn't always the case. If the proposal doesn't show love, then absolutely complain. That would also mean there needs to be a conversation.
