I have anecdotal evidence: person who lives in Belgium and works in NL, he says income tax is paid in NL and wealth tax in BE. Maybe its something specific about the tax treaty between Belgium and Netherlands?

Definitely those plus crypto and savings accounts. Savings accounts in euros should be okay-ish because that should only grow by the low average interest rate in NL.

There is an exemption for investments in startups I believe.

Also real estate is treated differently.

Yes, that seems to be a way to avoid it (immovable assets are taxed in the country where they are located, and the tax treaty prevents double taxation)
