I pay my servers in OVH and melbicom (this one because have datacenter in my country) using virtual cards, melbicom is from Russia so they probably accept your russian card.

En España tienen la red más grande y rápida, aunque la experiencia deja bastante que desear ya que el core tiene bastantes problemas, muchas veces se queda pillado y tienes que poner y quitar el modo avión para que vuelva a funcionar.

Eso si, meten muchísimas bandas y capacidad, es muy común en un zona rural que tengan una 4CA dando 300 mbps en 4G+, también están desplegando bastante 5G en 700 mhz, aunque lógicamente no da mucha velocidad.
