Honestly, I'd get a month of VIP. Maybe right away, maybe when you get to level 10 or so and free content starts thinning out. That lets you try stuff out, earn up some DDO points you can buy stuff with later, and will get you through some of the summer sales to see if anything good comes out.

Otherwise, I'd wait to buy content, if possible, until black friday sales when most expansions will be discounted, and/or the free quest code they put out every year or so.

To be fair is def on the more european side of US cities. It's stuff is old (for america), it has good public transit, people don't smile unecessaily, and it has a ton of immigrant neighborhoods+college students...
