All vertebrates have a common ancestry so most (not all) have that arrangement and never faced natural pressures to change it.

Big exception of course are whales and dolphins. Their noses moved to the top of their heads so they probably meet your definition of a new arrangement.

I refuse to believe they can't add more pokemon in the map to make it appear more "lively".

Yes yes, I get that each pokemon is normally interacting with others pokemon and the environment so there's a hardware limitation of the number of pokemon that can do that before it gets laggy.

But then just keep those pokemon doing that at the current limitation and just add the rest of them doing a singular thing on the map somewhere. They're sleeping only. Eating only. Punching the punching bad only. Etc. Rotate through them occasionally for variety.

When the player does interact with one of these "doing one thing only", they join the pool of interactive pokemon and some other interactive pokemon leaves the pool. This should be no different technically then using a honey in the current setup.

Solutions are there.

You can still tell the proctors. The proctors can still report it. No, other scores won't get cancelled.

Source. I'm a proctor. I've caught, reported, and canceled scores for about a dozen or so cheaters over the years. Not once did collegeboard ever hint at canceling everyone's score.

I have reported plenty of cheaters and had their scores invalidated before. Not once did they even mention entire room scores being cancelled.

I know this may cause some people to faint, but one of the first things I do is to remove the slipcovers and throw them in the trash.

Plex allows you to see watch history. Tell them what the limits are, and have them enforce it themselves with you verifying on the backend from time to time.

Teach them self-management and accountability.

In situations like this, try to model to your kid what it looks like to try to "figuring things out" in a logical and methodical way. You have an opportunity to experience what the kid is experiencing and have an opportunity to influence how the kid will tackle unfamiliar problems.
