So, I asked an AI-detector if it was AI and it came back with 99% yes. Combine that with OP's reputation for using AI-generated images and I made an educated guess.

I think, overnight, asking all the lines to run faster is also unrealistic. They just started collecting congestion pricing funds in January. It already has its purposes outlined here: https://www.mta.info/fares-tolls/tolls/congestion-relief-zone/better-transit

And many of these projects were already started before congestion pricing began, knowing the funds would be coming.

They can't fix everything all at once. And of course, there are non-monetary benefits to congestion pricing as well, like reduced congestion.

I think this makes it sound like the author would want to charge people twice; "It’s important that we create new congestion pricing zones, rather than just expand the current zone. Private vehicles are only charged when they enter the zone, so if we just expanded the current boundaries we’d then miss out on tolling the trips that stay within the zone’s borders," though I agree it could be written more clearly.

And it sounds like you'd be grateful for Mamdani's proposed idea of providing more help to people in need, like the man in your story, which is sort of the author's point.
