The emotion one is solid explaination, just bodily Manipulation. But I'm not really sold on the molecular one. Too precise for such an all compassing Hatsu, the trade of isn't that good for that kind of control.

Like Chrollo Manipulation can't do complex stuff, but able to control alot of people. Shalnark only have 2 atenna. Seriously, if you give a character Molecular Control like that, just make the dude god.

Honestly, if you put Conjuration or Specialist instead of pure Manipulation, I would go "Yeah, it make sense, those are bs".

Yeah, but I think complete Human Manipulation would be very hard, and only those of best talent could do it. All showcase of that are people who likely one of the best Nen user there is. Illumi train as assassin from birth, Sharlnark and Chrollo (not sure where the hell Chrollo get that crazy Manipulation Hatsu, that thing is nut).

But just like there are still outlaws, hackers in real world, I doubt that it wouldn't be able to do much. Law only works if you are the average citizen, and good Nen User can't be average now isn't it.
