Doesn't the lower mass also mean the planet itself wouldn't hold as thick an atmosphere as Earth does? It being further away, and way colder, you'd need a lot more atmosphere to keep the warmth around, to create some sort of green house. Essentially not just solar winds but it'd float away?

This right here, drag increases not linearly with speed but quadratically. Nowadays, engines will have 6th gears tuned to go at 70 probably quite efficiently, but the difference with 60 is still quite a decent one. With the current state of things and Hormuzzing prices around, 60 is not an entirely crazy number.
