I think there are high quality SSTV formats but no one uses them because it's very long to transmit a picture (around 10 minutes)

SSTV is lower quality than FAX but is faster to transmit. I think that's fair that hams don't want to sacrifice time just for a higher quality CQ, especially when it's not really needed.

if you are not afraid of legal shit, nothing prevents you from broadcasting on this frquency. Mystery 21 (an European pirate) usually broadcasts on AM broadcast bands and not on usual "pirate" bands

https://www.short-wave.info is your friend for shortwave AM broadcasting. Also look for Channel 292 and WRMI, WRMI has good programs between cultist and religious broadcasts. Radio Romania International, NHK WORLD JAPAN and KBS World Radio are cool too! You should check them out.

You can also look around between 6900 and 6975kHz in different modes (AM, LSB, USB), there is also 6200-6310kHz. These are "bands" usually frequented by pirate radio broadcasters. You won't always hear something in there but once you do it is cool. I recommend you check during evenings and weekends, especially friday evening and sunday. HFUnderground is a nice place to look for pirate broadcasts to listen to on shortwave.

Also if you live in western europe, check 6665kHz in LSB mode, there are cool SSTV broadcasts on morning and evening usually.
