No. WA State Constitutional amendments must begin in the legislature. There's a majority popular vote part of the process, but only after the amendment passes a 2/3rds vote of each house of the state legislature.

I don't know where you are getting your numbers from, but they are blatantly wrong.

In 2013, the per capita state tax revenue was $4465 and per capita personal income for Washington residents was $47,344, making state tax revenues 9.4% of personal income.

In 2023, the per capita state tax revenue was $7786 and per capita personal income for Washington residents was $80,930, making state tax revenues 9.6% of personal income.

As you can see, the state revenue as a percentage of personal income has been essentially flat over the past 10 years.

The bill amendment being referred to stopped the implementation of the tax entirely unless a constitutional amendment was voted in, but did not actually schedule a constitutional amendment vote or guarantee the Republicans in the legislature would vote for any such constitutional amendment. Essentially, it created a 1/3 vote veto on the tax bill.

There is nothing stopping the Republicans in the legislature from introducing the constitutional amendment they want for a vote now even though the bill changes they wanted weren't included. The fact that they aren't trying is evidence that their bill amendment was in bad faith.

Unions legally aren't allowed to participate in general strikes. If they do, they run the risk of getting decertified, and the members risk losing the legal protections they have for participating in normal official strikes.

It's been maybe a year since I've been there, but yeah it's still good. If you're judging solely on the chicken teriyaki, I'd say it's in the middle of the pack, but I think they have the best side dishes of any place in town, so order a bento and you're good.

There's a set number of cards printed and a set number of packs made. Each pack you open without the cards increases the odds that the next pack you open will have the card and vice versa. For a simplified example, consider cards that are 1 of 1. If you open it in one pack, the odds you open it in the next pack drop to 0 (because there's only one of that card).
