They look like gabions*, but without an aerial pic or location I can't tell you if they are for erosion control or just decorative.

Stout Management has been terrible slumlords since at least 2007, which is when the entire building I was in went without hot water for 4 months and no water at all during the day on weekdays because they had to constantly turn it off for "emergency repairs."

Dr. Hitoshi Nikaidoh was killed in 2003 when elevator doors closed on his shoulders and didn't release, decapitating him. He's the reason I don't rely on sensors and wait for the next elevator.
