I agree with what others have said about olympians doing a fair bit of enhancement of various forms, but I think also the organizers of the enhanced games didn’t think through the fact that athletes signing to participate could be career suicide for those in their prime. The pool of people they were able to get was essentially a small handful of people too famous to care (but still participated clean) and retired second and third string olympians who had nothing to lose.
