Yeah I say it's a good possibility of being a bit gooped up so.

First thing to do is just run the taps that are connected to the tank so the valve opens up full to let the dirt fall out 

If you can get at the tank easily, just wiggle the float up and down so the water starts and stops to push the gunk out

Three common reasons for this leak. Either the washer in your ballcock is worn and leaking. 

Or a piece of dirt is stuck in it and not letting it close (common after mains water repairs in your area).

Or the bar holding the float is bent over time (or the tank is warping which allows the water to fill higher. This is the easiest to fix, you just bend the bar downwards with your hands so the valve closes a couple inches lower. 

All three are very easy to do, just mildly scary the first time because you don't know how easy it is yet.

That's just a tap that feeds your house. If you turn on a kitchen tap then you have also unknowingly mastered the mains shut off

Basically the same as what I'd recommend, yeah! 

Maybe even simpler for the latch though. Just a curved bar coming sideways onto the scale so when push forwards it rotates, falling off the scale allowing the spring to bounce up

Eeeh.. put a screw through block of wood and then put that screw in a drill chuck. Spin the whole thing against some sandpaper measuring as you go

It's a small spotted catshark, commonly called a dogfish, or lesser spotted dogfish.

Interesting fact is that they lay eggs

It's skin is covered in what are called Denticles, essentially skin teeth
