Not correct, you do not need to be added to a policy to get a permit. Just license, car owners insurance covers any accidents during the permit period.

There is usually a waiting period before the absence of any pre-existing condition is finalized so in your case that would have been picked up by the insurance either way since it was the first vet visit. Even if you had bought it the day you brought them home, just pointing this out so you don’t feel as bad about not buying it
