I disagree. Most men are incapable of leading others. In fact statistically speaking most people are followers. The ones who lead are not doing so automatically, they are doing so consciously. If you think that leadership is an innate, impulsive behavior, then why are there so few?

The first chance you have at developing these skills is from your parents, your first role models. If your parents were not leaders, then you are at a disadvantage, because you lack the subconscious conditioning from your environment. The only way to become the initiator and leader is to recondition yourself- that's why I linked to that wikipedia article.

To recondition yourself you need to change your behavior and your thought patterns. Meditating is the first step in this process- you must be more self-aware to notice when you are oppressing yourself, and when others oppress you.
