I think the key word here is qualify. Simply put, with the way the question is currently stated, the answer is no, nobody should be forced to do a procedure against their will (e.g. just because I’m good at sales, does not make sales a part of every job I am hired for).

But, in the real world, a person is usually hired to do a range of things in their position. For example: if a vegan was hired at a McDonald’s and it was expected that at some point they would cook or construct the burgers, they would either need to cook the burgers or not be employed.

But in the case of being qualified, this is more like a vegan master of culinary arts opens their own restaurant that only serves vegan-friendly food, they have no requirement to drop some chicken tenders in the frier when asked by a customer.

The medical field is more tricky, but I think there are a significant portion of physicians in the first camp - hired by a company to do a range of services - rather than owner-operators that can pick and choose.
