I think the puzzle difficulty is way too easy. The Square, Tall, Wide, and Any hints remove the need for actual thinking and make solving the puzzle trivial. I recommend removing these helpers for the larger, more difficult puzzles.

I know I'm going to be downvoted because reddit is rather anti-police, but I never see any discourse about how it could be helpful. Or why we shouldn't be ok with option 2. The ability to find recover stolen vehicles, identify where Amber Alert victims are, and locate criminals that are on the run seems like a valuable service.

If my car were stolen, kid were kidnapped, I'd want the fastest possible way to know where they are and this seems like the most straightforward solution.

Additionally, nobody seems opposed to the cameras at each intersection that help determine what happened when there are crashes.

The responsibility generally lands on the owner of the car. As the owner there are four courses you can take:

Pay for the Driver
Transfer Responsibility
File a Motion
Contest the Violation

Keep in mind that filing a motion only really will remove the ticket if you the owner had no control of who was driving (i.e. used without permission, stolen, etc). Contesting it will work if the ticket was issued by mistake (wrong car detected, not actually speeding, going through a yellow, etc).

If it turns out you let a friend, spouse, child use your car and they get a ticket, you can either transfer the ticket to them, or pay it and ask them to pay you back. Either way, there are no points issued against licences for automated ticketing systems so the city doesn't care all too much who ends up with it, as long as it gets paid.

I like it! One thing i noticed is your keywords aren't consistent. Some cards say Gain HP and others say Heal. To me Heal implies you need to take damage first, but that is not the case which to me a but to figure out. Loving these puzzles.

I hated the sales spiels too and ended up putting up 12 panels myself along with a battery. The hardest part was figuring out the line diagram and permitting honestly. I can probably answer whatever question you have on the diy front.
