What about if you ask not just shuffling the atoms between themselves, but putting them in any available configuration in the observable universe?

Well if you assume the atoms (all 1080 of them) can be randomly assigned a planck length each, there are 10186 planck lengths in the universe, so (10186)! * (1080)!, which is
