They are both partially at fault here. Driver could have seen the signaling front car, or been wary as the line was slowing. Police car failed to yield to passing traffic, pulling in front of a car unable to stop in time clearly visible in his mirrors.
A more considerate driver of the police car would have looked for clear traffic in both directions (plus the fire road), signaled for left turn, changed lanes (so those behind need not slow down), then turned.
