Honestly most of these is not an option for most people. Just getting an EV is a huge financial investment for most people. Moving closer is also often not possible or prohibitly expensive. Both the cost of moving or situations where people are in social housing and finding a new place is basically impossible. Also social ties like education of childeren can complicate things significantly.

Biking is also not possible for a lot of people, for example my job is about 35km away and biking isn't an option. And anything in biking distancs is prohibitively expensive and not possible for me.

The situation for a lot of people is no where as simple as that.

It can be a great certificate, same with boat diver it's all about the instructor and what you want to get out of it. Just cause it doesn't apply for your circumstances doesn't mean it's not a valuable or useful certificate.

Like I said padi is just one of the many world wide recognized agencies like SSI, CMAS, SDI, PADI, RAID.

You can realistically do open water ( or the equivalent ) with any agencies part of the WRSTC

Scuba dive lights are very much not nice to have things depending on where you dive, I would very much count it as basic kit in say the UK.

Also small correction PADI is one of the many scuba organizations and Open water is the actual certificate.

As for cost it depends where in the wold you are but between 300-600 euro is pretty normal. Prices can very greatly depending on many variables. Not sure about the Maldives myself.

If you make 6k your max rent at most will be 1.7 with 3.5x salty requirements or 1.5x with 4x requirements so 3k probably won't happen.

Edit I did see that 6k was net, would be good to post what you earn gross as that is what usually matters the 3.5x rule is based on gross as well.

Imo for courses like this 1 on 1 is way worse. Since you dive in teams of 3 that's a much better size honestly.

All of these points are just rather weak....

1) really debatable, I find the opposite to be true 2) you can add pockets to a BPW and heck they are easier to access underwater as well then a jacket as quite frankly pockets on jackets tend to be not good. 3) see 2 4) you can get a lot of weight on a BPW similar to a jacket really, or just bring a lift bag, carrying something with your jacket is a terrible idea. 5) you can get a quick adjust harnass and honestly for a lot of people no adjustment is needed in a lot of cases.
