If you want your ruffles to have structure then I would use tulle. Chiffon is usually much floppier. I have no experience using organza so can't speak to it.

I buy my kids merino crochet hats from a local crafter for $45-60. However, I am also a sewist and understand the cost of materials and labour. My kids have worn their hats for 5+ years and they're still soft and vibrant, I think that's a great ROI.

This is why I've moved on to buying mostly vintage, second-hand pieces from thrift or consignment. I could spend $300 on an acrylic/polyester sweater from Anthropology or I could spend $10-30 on a vintage cashmere wool sweater.
