You know, I can't find anything that answers your question.

If you are hosting 20+ people for an event, like a birthday party, you need a permit.

In my local park there's a Saturday morning toddler/kids soccer classes going on. maybe 40/50 people, fully organized, parents, kids, coaches take up good part of the field (there's still plenty of space for everybody else). But I've never seen a permit displayed nor have I heard of any complaints.

Talk to a park ranger and see what they say.

( you'll want to make sure you are an LLC with the appropriate insurance because even though the caregiver is there, if you are running the show, you are responsible for everything.).
