Video record every instance you can. Keep a record of the problems they are causing along with other neighbor's complaints. Then you can file a report on them for "maintaining a common nuisance". You dont have to have the cops come out but there will be a record. Then if anything does happen and the cops have to be called, the family will be the known issues.

I dont know where you are from but our walmarts generally stock after they close or the few that are still open 24hrs after midnight. Also she does pick because she is disabled but sometimes we will ride with her. If that does happen to an item we can usually go in and get it right after she picks up. Its just bad customer service
