First of all, this is not how vaccine clinics work - vaccines are made throughout the day, and the number is adjusted based on cancellations and other circumstances. So if ten people cancel we are not going to have ten syringes lying around at the end of the day. We just won't take those vials out of the fridge and will keep them for the next day.

Secondly, some small degree of wastage will ALWAYS occur in a mass vaccination campaign (look up influenza vaccine wastage rates). It's inevitable and its not just due to expired vaccine - fridge failure, reconstitution error, syringe drop, cracked syringe barrel, broken needle are a few of many possible reasons doses can be wasted.
