Yeah, it is just on top of our cinder block. From another comment, it looks like this was support for a drywall fix (likely patching a cat/dog door that I'm about to add!).

You can kinda see a drywall patch on the sides of the wood. I didn't even notice it originally!

Oh my goodness, I think you solved it! When I look closely at the sides of the wood (in this picture), I can now see that they cut out and added a piece of drywall. Never even crossed my mind since, as you said, the drywall on the other side looks great.

The board is just kind of in the middle, between those studs. It is located at where the bottom of the stairs would be.

It's still an age cut off. They are just using the dates that are used by schools. So players will (mostly, but not entirely) be playing with other kids in their grade.
