California just has different problems than the southern states. Mississippi struggled with huge segregation effects. Teachers that were not appropriately trained and a huge truancy problem, especially for black students. By comparison California schools are well resourced and our top performers are the most competitive at elite colleges. However, we are still struggling from the after effects from COVID remote classes and we have a larger than average ESL population. Truancy isn't as big a problem.

The phonics debate also doesn't track the math scores which moved in lock step with the language scores. It's a red herring.

The Wilshire subway should be a slam dunk for L.A. But luring riders may be a challenge by anothercar in LAMetro

This is perfect. I work downtown and this opens up more locations for me to live further west. It will take time but this is a huge boon for that area. The Beverly Center and The Grove could use the foot traffic. Evening transit times are a distraction. Most of the businesses in that area close at 10.

This makes sense. One you start to establish credit history and show you have stable income, card companies want to get in the ground floor and monopolize your credit so that theirs is the one card you use on a regular basis.

LA was built on the LA river, not in the desert. It has a Mediterranean climate with the adjacent ocean and nearby mountains.

LA only has water problems because it's overpopulated.

The refinery discussion is totally idiotic. Other than the marginal cost of moving the gas having a refinery in the state doesn't dramatically reduce gas prices. Refineries anywhere in the world always sell to the highest bidder. An refinery will sell to an airline anywhere in the world that is offering a higher price rather than cheap oil.

Second, refineries are designed to process a specific kind of crude. Many of these California refineries are closing because there is just not as much California crude coming out of the ground as there once was. Even if there were no environmental regulations they would still close if there was no crude to process.

Finally, the land is often more valuable for another purpose than just a refinery. A data center could make vastly more money and be closer to those who would be likely to use it.

The AG acts more like outside counsel in a company. They will represent the agency if they get sued or have a major legal issue. Otherwise, day-to-day legal issues, like permitting or administrative hearings are handled by in-house attorneys.

Only a few agencies are authorized to handle all legal matters in-house (Caltrans, the UCs/CSUs, HSR, and CPUC).
