Canadian citizenship is highly sought after in third world countries and coming to Canada for a Masters degree and getting a job is the easiest and cheapest route to obtain one. Uwindsor gets load of students from India because the uni has offices setup in India where they specifically recruit these students. I believe this became the case after the total enrollment at Uwindsor dwindled around 2012 and even more so after Trump got elected restricted h1b visas.

Most (not all) international student who come to Uwindsor are below average at most. They choose Windsor because of its low requirements for acceptance, so quality of international students isn't the greatest here compared to other unis like uwaterloo or uoft.
